The challenge

What the client needed.

Karnataka Police operated 1,400 police stations, all connected to central data infrastructure via MPLS VPN. The annual connectivity cost was approximately ₹34 crores. On top of that, each station needed dedicated VPN hardware with associated maintenance costs. The architecture worked, but it was expensive, slow to scale, and inflexible.

The Department wanted a cheaper, more modern architecture without any degradation in coverage, reliability, or security.

The solution

What Rooman did.

Rooman proposed migrating from MPLS VPN to VPN-over-Broadband (VPNoBB). The design:

Replace expensive MPLS circuits with commodity broadband at each station.
Route all traffic through encrypted VPN tunnels to regional aggregation points.
Eliminate dedicated VPN appliances at each station — consolidate to the regional aggregators.
Maintain end-to-end encryption, audit trail, and access controls.

The outcome

What changed.

Annual connectivity cost dropped from ₹34 crores to ₹4 crores — an 88% saving. The additional hardware costs at each station also fell away. Coverage and reliability improved because broadband in 2010-11 India had become near-ubiquitous.

Karnataka became the first state in India to run the VPNoBB architecture for police infrastructure. Most other states have since adopted the same approach.
