A unique product that cannot be sold to others carries a basic development fee. You can buy the source code and the rights at any time.

Yes. Rooman builds a solution it can also offer to other organisations at no development cost. You pay hosting and usage once it is live.
Who owns the app?
Rooman owns it, and you get the right to use it. Rooman may offer the same solution to other customers, with you as the first.
Can I own the source code?
Yes. You can pay to buy the source code and the rights at any time, and then host it wherever you like.
My product must be unique to me.
Then Rooman charges a basic development fee, and the product is not sold to anyone else.

What if I stop using the app?
